Great tattoo artist in Washington that guarantees work w/ free touch-ups?

I live in Bellevue, WA. I really really wanna get a new tattoo. I have several and well, my skin doesn’t hold color extremely well. There are several places out of state that guarantee their work with free touch-ups (3-6 months, & lifetime!) but with what I want I don’t think I’d be able to afford getting the tattoo and spending to go out of state to get it. Any recommendations?

I think there is a place on Pacific Ave in the Lakewood/ Tacoma area. That’s where my husband and a bunch of his military Friends went. Some of them were very pale.
