Tattoo Conventions in California

Will a tattoo artist touch up another artist’s work?
I got a tattoo last year of the “smile now, cry later”(in skull form) picture on my upper left arm near my shoulder and I had the skulls colored blue and I know you’re not supposed to rub the tattoo against anything because the ink on it might smear. I had to went to bed that night I got my tattoo and I completely forgot that I still had the bandage on and that I couldn’t sleep on my left side because of it and well I slept on my left side and I woke up the next morning to find the bandage gone and blue and black ink stains on my bed and now when I look at my tattoo the skull on the left is a lot lighter than the one on the right and it’s not supposed to be. I had gotten this tattoo done at a tattoo convention in dayton ohio and the guy that did it for me came from california and I know I don’t have the money to fly to california just to get my tattoo touched up. I’m just wondering if I can find someone here in my area that will touch it up for me with no problems?
I just had a tattoo on my foot touched up by another artist because my original artist was a jerk. They might charge you, but hey its going to be on your body forever so its worth it! Just go check some places out. Good luck!
