Well, in the US it is legal if a parent/guardian is present and signs for consent. A friend of mine was able to receive a tattoo when he was 16 this way.
However, I think it may be illegal for anyone who is under 18 to receive a tattoo in Australia, or maybe just Queensland. I am not sure, but I found this site for South Australia and it mentions that tattoos are not legal for under-eighteens except for “medical reasons”.
But you have less than a year to wait, so use this time to carefully consider the art you will be wearing for the rest of your life.
